FRYINGPAN-ARKANSAS PROJECT, COLORADO
WATER YEAR 1990 OPERATIONS
WATER YEAR 1991 OUTLOOK

I. GENERAL

This report is the 22nd Annual Operating Plan for the Fryingpan-Arkansas
Project (Project). The Project is now complete and consists of federally
owned dams, reservoirs, conduits, tunnels, pumping plants, a pumped-storage
powerplant, electric transmission lines, substations, and other facilities.
These features are located in the Fryingpan River and Hunter Creek drainage
areas of the Colorado River Basin and in the Arkansas River Basin in central
and southeastern Colorado.

These extensive works provide orderly and beneficial use of water for
irrigation, hydroelectric power generation, municipal and industrial uses,
flood control, and other incidental benefits, such as fish and wildl ife
preservation and recreation.

This report provides the basis for increased cooperation and understanding
among all concerned with the coordinated operation of the Project. The
report has two main parts. The first part reports the results of actual
operations in water year 1990 (October 1, 1989, to September 30, 1990). The
second part presents operating plans for water year 1991 (October 1, 1990,
to September 30, 1991).

In establishing the general plan for future operations, three possibilities
are considered: (I) a reasonable maximum water supply; (2) a reasonable
minimum water supply; and (3) a most probable water supply. These three
conditions of water supply were derived by statistical analysis of
historical water supply data. After review of the monthly snow surveys
prepared by the Soil Conservation Service, the plans will be revised based
on the'projected water supply.

The Project was authorized under Publ ic Law 87-590, 87th Congress, H.R.
2206, on August 16, 1962. This law provides that the Project will be
operated under the Operating Principles adopted by the State of Colorado
on April 30, 1959, as amended December 30, 1959, and December 9, 1960.
These Operating Principles were published by the 87th Congress, 1st Session,
as House Document 130.
