<br />transfer agricultural water
<br />rights out of the basIn of
<br />origin to mitigate or provide
<br />compensation for the impacts
<br />these transfers and farm land
<br />dry ups have on local
<br />communities. Therefore. the
<br />Commission further
<br />recommends that the Water
<br />Consef",.'atlon Board develop
<br />and advocate legislation that
<br />would place mItigation and
<br />compensation requirements
<br />on all rural to urban transfers
<br />that move water out of the
<br />basin of origin. .'
