The Westem States Water Council and Its member states have taken <br />note of the fact that there are yet to be adopted many policies. criteria and <br /> <br />~ <br /> <br />project review factors before the standards proposed by the Water Resources <br /> <br />'\ <br /> <br />CouncH can in fact be truly implemented. It is most Impol"'l:ant that these <br /> <br />, additional factors and standards be determined and applied in a uniform <br /> <br />manner~ Many of these items will be major determinants in the eventual <br /> <br />,evaluation of individual projects. These factors must'be' set before the stand- <br /> <br />ards can really be implemented. Therefore. these should be determined as <br /> <br />early as possible to hasten the date of true implementation of the proposed <br /> <br />, standat"ds. <br /> <br />" <br />~ <br />~l <br /> <br />In addition. and of even greater concem to the Westem States Water <br /> <br />CouncU and its member states. is the need to have local and state Input in <br /> <br />A <br /> <br />,the setting and adoption of these additional policy It~ms.
