<br />1936 <br /> <br />-. <br /> <br />Chapter III.--Sediment control by potential project <br /> <br />The waters of the Colorado River have not been allocated by agree- <br />ment emoung the Upper Basin States. For that reason the potential Gunni- <br />son Arkansas Project has been designed to fit within two possible alloca- <br />tions of Colorado River water. Essentially, two cumulative plans or <br />phases have been formulated which are: (1) a minimum plan called the <br />"Initial Development" and (2) an expansion of that plan known as the <br />"Maximum Gravity Diversion". The Ini tial Development involves onlY the <br />minimum diversion of water from~e Oolorado River Basin to the Arkansas <br />River Basin consistent with economic develop~ent. It could readily be <br />expanded into the Maximum Gravity Diversion. Each plan is self_suffi- <br />cient and not dependent upon subsequent construction. Each plan pro- <br />vides for the maximum beneficial utilization of water that is assumed <br />divertible under the Upper States Compact end under Colorado State lawS. <br />Each plan is susceptible to a certain degree of stage development. As no new reservoirs would be constructed on the <br />Eastern Slope under the Maxim~~ Gravity Diversion, the sediment control <br />provided in that phase would be the same as that in the Initial Develop~ <br />oent. <br /> <br />Adequate space for sediment retention would be provided in all <br />project reservoirs. As strea~s which flow into potential reservoirs on <br />the Western Slope and in the headwe,ters of the Arkensae River carl')" only <br />a small aQount of sediment, deposition of sediment in theee reservoirs <br />would be negligible. However, heavy contributione of sediment would be <br />made to the potential Pueblo Reservoir by the Arkansas River.
