<br />desires the entire area above the dam for use in providing recreational
<br />fact I ities to the general publ ic. In accordance ~lith Department of the
<br />Ar",y regu 1 at ions, areas to be deve loped for recreat i on are hand I ed by
<br />lease; areas for f ish and wi I dl ife management purposes are granted by
<br />I icense. Through these two instruments, it is considered that fu\ I
<br />operat ions as conternp I ated by your Department can be accomp I i shed.

<br />project. The water shares are attached to specific tracts in the project,
<br />which are leased for a five year period beginning I March 1966 to three
<br />separate lessees. The Vlater shares are included as a part of the lease
<br />for the land with the lessee ,uti I izing the water and being required to
<br />pay water assessments direct to the appropr i ate ditch company.

<br />Since the I ease for recreat i ona ,I deve 1 opment, the 1 i cense for fish
<br />and wi I d life management, and the request for transfer of water shares and
<br />rights are al I closely inter-related, it wi I I facil itate processing of
<br />these Clatters in the Off ice, Ch i ef of Eng i neers and Department of the
<br />Army if the lease, the I icense, and agreement for the transfer of water
<br />shares and r j,g~ts are subm i tted as a package to the Ch i ef of Eng i lleers in
<br />Hashington for approval.
