Shortly <br />thereafter the Platte River Power <br />Authority (PRPA) acquired one-halfal <br />the allotments of Loveland and Estes <br />Park. and all of the water deslgnaled <br />for Fort Collins. Fort Collins retained <br />the right of first use to PAPAs water. <br /> <br />12 <br /> <br />Each contract provides thai the <br />Participant will receive a speCified <br />number 01 units annually 01 Subdistrict <br />water produced by Windy Gap_ One <br />unit IS equal to 1 480 of the annual <br />water supply produced by the PrOject <br />and made available by the Subdistrict. <br />It 1$ anticipated that one unltof Windy <br />Gap water will be equivalent to 100 <br />acre-feel of water supply per year. <br />Presently Estes Park and Loveland <br />are each allotted 40 unitS annually. 80 <br />umts go to each of Boulder. Greeley <br />and Longmon!. and the PRPA holds <br />the remaining 160 umts. <br />Each Water Allotment Contract <br />reqUires the Participant to make <br />annual payments equal to its corres- <br />ponding percentage of the costs <br />related to the Subdistrict's acquisition. <br />operation and maintenance of. and <br />replacements to. the Project. <br />Each PartIcIpant. With Subdistrict <br />approval. may transfer all orpart 01 ItS <br />water allotment 10 another entity Within <br />the Subdistrict. <br />A benefit to each SubdIstrict allottee <br />is that the holder of the contract is <br />granted total consumptive use 01 the <br />water since this is Imported water. not <br />native to the South Platte Basin. <br />After flTst use. the Participant may <br />lease. transfer or sell the reuse or <br />successive use rights as they so <br />desire. <br /> <br />Funding <br />FinanCing for the Windy Gap Project <br />was provided through the sale of <br />revenue bonds. The bonds will be <br />retlTed through payments made by <br />Subdistrict waler aJlottees. <br />WATER REVENUE BONDS, <br />SERIES A Bonds were Issued to <br />finance a portion of the pre-construc- <br />tion costs relating to the Project. <br />includmg costs of engineering and <br />feasiblilly studies. environmental <br /> <br />
