093\)

.

Operation plans call for drawing the reservoir down to a point 2 feet
below the spillway crest and holding at this stage until August 1. For
the remainder of the water year, releases equnling the reservoir inflows
will be made, but in the month of August releases of not less than
150 c. f. s. will be made.

Table 3 and exhibit 5 show anticipated 1971 water year operation of
Ruedi Reservoir.

Turquoise Lake

Planned operation of Turquoise Lake for water year 1971 was made
assuming ideal conditions and complying with as many requests by
involved entities as possible. It is recognized that in actual operation
circumstances may require some variation from the plan. To simulate
ideal conditions, the presence of the aggregate stockpile was not
considered as a limit to storage after May 1, 1971.

.

For October through March period, native inflow was considered to be
the same for all three conditions and was equal to the 1949 through 1964
average native inflow for those months. Native inflow was stored to the
CF&1 account in October, November, and December. Busk-Ivanhoe
imports were the average historical Busk-Ivanhoe imports for the years
1949 through 1964.

For the October through March period, Homestake project imports were
varied according to estimates made by the Homestake project personnel
under the three conditions. In each case sufficient imports were made
to supply a 30 c. f. s. release to Trout Creek Pumping Plant, plus
additional water for storage to the Homestake account in Turquoise
Lake. The rate of additional imports was sufficient to assure Homestake
project ownership at the end of April of 17,000 acre-feet, 9,000 acre-
feet and 25,000 acre-feet under most probable, reasonable minimum,
and reasonable maximum conditions, respectively, and without limita-
tion on storage. Since a limitation of 46,400 acre-feet of storage was
set so as not to encroach on the gravel stockpile, Homestake imports
were limited accordingly.

.

Part of Homestake project's Trout Creek Pumping Plant requirement
was furnished by exchange with Pueblo Water Board's water from Twin
Lakes; thus, water was stored in Turquoise Lake at a rate of 30 c. f. s.
to the credit of Pueblo Water Board until their ownership had accumulated
to a total of S, 000 acre-feet. In those cases where storage was curtailed to
avoid encroachment on the aggregate stockpile, the goal of 8,000 acre-feet
was not attained in this exchange.

11
