Vacancy rates less than <br />10 percent are indicative of a housing shortage. <br />Although Table 2-3 figures appear to show that all <br />four counties could absorb light and perhaps heavy <br />growth with existing housing, the vacancy rates shown <br />may not take into account the large numher of <br />seasonal residents in Crested Butte, Lake City, and <br />other communities in the ESA, or building conditions. <br /> <br />ECONOMIC <br />AFFECTED <br />DECISIONS <br /> <br />SECTORS <br />BY RESOURCE <br /> <br />POTENT1ALl. Y <br />MANAGEMENT <br /> <br />Over 60 percent of the ESA workforce is in tbe <br />service, Government, and trade sectors. Most <br />potential effects on these sectors from BLM resource <br />management decisions are indirect and immeasurable. <br />Thus is it unlikely that any of the RMP/EIS <br />alternatives will significanlly impact these sectors <br />representing well over the majority of economic <br />earners. <br /> <br />AFFECTED ENVIRONMENT <br /> <br />tbe total ESA employment; In 1984 Gunnison County <br />travel related employment was 15 percent of the total <br />county workforce; Hinsdale County had 28 percent of <br />its employment related to travel, Montrose County <br />had four percent related to travel, and Saguache <br />County had six percent of its employment related to <br />travel. All ESA Counties are dependent on various <br />tourism related income sectors for their <br />socio-economic well being, especially Hinsdale <br />County, with the least amount of private land tax base <br />in the ESA.
