<br />A general, Planning Area wide concern is that of
<br />actions resulting in vandalism to or removal of
<br />facilities or resources from public laod. Another
<br />concern is the violation of occupancy and use
<br />regulations on public lands.
<br />
<br />EMPLOYMENT AND INCOME
<br />
<br />Employment in the ESA from 1982 through 1986
<br />increased about one percent. Gunnison County's
<br />employment increased three percent, employment in
<br />Hinsdale County decreased 9 percent, Montrose
<br />County's increased one percent, and Saguache County
<br />employment increased less than one percent during
<br />the period 1982-1986.

<br />The unemployment rates for the ESA have generally
<br />exceeded the 7.7 percent unemployment rate for
<br />Colorado from 1982-1986. Unemployment rates for
<br />tbe ESA counties during 1986 were: Montrose, 15
<br />percent; Hinsdale, four percent; Gunnison, six
<br />percent; and Saguache, 22 percent. The rate for the
<br />ESA during 1986 was 13 percent. See Appendix E
<br />for more information on employment and
<br />unemployment.

<br />During 1986 over 71 percent of the employment in tbe
<br />ESA occurred in the four sectors of services (26
<br />percent), retail trade (18 percent), Government (18
<br />percent), and fInance insurance and real estate (9
<br />
<br />percent). The smallest sector of employment in tbe
<br />ESA in 1986, miscellanenus agricultural services,
<br />accounted for two pe.rcent of the work force. During
<br />1986, the sectors accounting for tbe largest numbers
<br />of employment in the individual ESA counties were
<br />similar to the entire ESA. In Gunnison County 28
<br />percent of the workforce was engaged in services and
<br />23 percent were in retail trade. In Hinsdale County,
<br />31 percent of all workers were in the retail trade
<br />sector, 24 percent were in government, and 18 percent
<br />worked in services. In Montrose County 25 percent
<br />of the workers were in the services sector, 18 percent
<br />were in government, and 16 percent were in retail
<br />trades. Saguache County's employment in government
<br />was 31 percent, 23 percent were in services, and 13
<br />percent worked in retail trades. See Appendix E for

<br />employment sectors in tbe ESA.

<br />RETAIL SALES
<br />
<br />Retail sales for the ESA counties increased 15
<br />percent during 1980-1986. Hinsdale County had a 42
<br />percent increase, the largest in tbe ESA, while
<br />Saguache County had an increase of less than one
<br />percent during 1980-1986. Table 2-2 depicts retail
<br />sales in millions of dollars for the ESA.
