Where such legislation could <br />affect other States as well, representatives of the Stream Com- <br />mission confer with representatives of agencies of the States <br />involved. <br /> <br />Commission members and the staff are active in the Na- <br />tiona] Reclamation Association, the National Rivers and Harbors <br />Congress, the Colorado River Water Users' Association and the <br />Association of Western State Engineers, as a means of keeping <br />informed and influencing legislation which affects water devel- <br />opment in Arizona. <br /> <br />Close liaison with the eleven western states is also main- <br />tained by membership in the Western States' Water Council, <br />which has a primary interest in federal legislation affecting the <br />States. Water Quality. <br /> <br />The national Water Quality Act of 1965 required each <br />State, to prepare and submit to the Federal Government its <br />water quality control standards during the year. The Stream <br />Commission was instrumental in calling the attention of the <br />State Health Department to the possible effects of water quality <br />standards on uses of water for irrigation. <br /> <br />The State Legis]ature, by Act of March 16, 1967, created <br />the Water Qua]ity Control Council within the State Department <br />of Health, and the Stream Commission appointed Commissioner <br />John Hoopes as its representative on the Council, with the <br />Assistant State Water Engineer as his alternate. <br /> <br />Standards were prepared and adopted by the Council and <br />were submitted to the Federa] Government for approval. <br /> <br />.' <br />'. State Water and Power Plan. <br /> <br />In March, 1967, the Legislature established a State Water <br />and Power Plan by enll.ctment of S. 204. The Act authorized <br />the Stream Commission "to plan, construct, operate and main- <br />tain the Central Arizona Project, or any portion thereof, and <br />any other water projects herell.fter included in the State Water <br />and Power Plan, to acquire all real property required therefore <br />in the name of the State, and to take such actions and proceed- <br />ings as may be necessary or desirable in connection therewith." <br /> <br />On May 18, 1967, the Commission contracted with the <br />engineering consulting firm of Ralph M. Parsons Company to <br />investigate and recommend procedures prerequisite to financing <br />construction and operation of the water diversion and delivery <br />system authorized by S. 204. This report was to be submitted <br />to the Commission on December 15, 1967. <br /> <br />A previous contract investigation by the.
