It is possible that a further treaty with Mexico <br />may be deemed advisable. <br /> <br />However, negotiations to this end cannot begin until a <br />current hydrologic study of the Basin is completed by the Bureau <br />of Reclamation. <br /> <br />IV. Collection and analysis of basic data. <br /> <br />Collection, analysis and publication of basic hydrologic <br />data related to surface and groundwater continue to be of vital <br />importance to formulation of plans and development programs <br />for utilization of the waters of interstate streams. <br /> <br />The Commission cooperates with the office of the State <br />Land and Water Commissioner and the Bureau of Reclamation <br />in determining the nature of such investigations and the areas <br />for which there is most urgent need of basic data. <br /> <br />V. Arizona v. California Litigation. <br /> <br />Following the Court's decision giving Arizona title to 2.8 <br />million acre-feet of mainstream Colorado River water annually, <br />the only remaining unresolved issue in the case is settlement <br />of the claims to prior perfected rights by users of mainstream <br />water in Arizona and California. The problems related to settle- <br />ment of this issue continue as a function of the Commission's <br />legal counsel. <br /> <br />VI. New projects. <br /> <br />The Commission maintains an active interest in new projects <br />suggested or proposed for improved control and distribution <br />of water as related to utilization of interstate streams. Such <br />projects include those studied at a reconnaissance level by the <br />Bureau of Reclamation in the northern counties. These would, <br />in the main, implement exchanges of water. <br /> <br />VII. Indian water uses. <br /> <br />The rights and uses of water on Indian reservations are <br />related to non-Indian uses. The commission continues to study <br />the relationships and their implications for development of the <br />waters of interstate streams. <br /> <br />VIII. Aqueduct right-of-way. <br /> <br />The Commission has established and continues to proteCt <br />a right-oi-way for an aqueduct from the Colorado River. The <br />applications are renewed from time to time, as required by law. <br /> <br />IX. Functions related to national legislation. <br /> <br />Many measures are proposed to Congress which can affect <br />the development of Arizona's water resources.
