<br />~ I <br />!I <br />f <br />I <br />I <br />I <br />I <br />I <br />, <br />I <br />I <br />1 <br />I <br />I <br />I <br />I <br />'I <br />I <br />I <br /> <br />1 OOZ57't <br /> <br />Plan of Study <br /> <br />5 <br /> <br />The Scope of Work defines a "project" to consist of the following components: <br /> <br />1) A reservoir or combination of reservoirs which should be capable of meeting both the <br />near-term (next twenty to thirty years) as well as the long-term (available development <br />forecasting) water resource needs of the Yampa Basin; <br /> <br />2) The transfer or reservation of a portion of the Juniper-Cross Mountain conditional water <br />rights to/for those reservoir sites identified in (1) above; <br /> <br />3) Near-term flat water recreational opportunities at a selected reservoir site within a <br />reasonable driving distance of the community of Craig; <br /> <br />4) The potential enhancement of stream flows and stream-based recreational opportunities, <br />at certain times of the year, adjacent to and immediately below the selected near-term <br />reservoir sites; and <br /> <br />5) The transfer of a portion of the Juniper-Cross Mountain water rights to instream flow <br />purposes in furtherance of the flow recommendations of the Recovery Program. <br /> <br />A principal goal of the study is to reach consensus among interested parties with respect to <br />the recommended project. <br /> <br />GENERAL StUDY APPROACH <br /> <br />The study naturally divides into four phases. The first phase involves data gathering and <br />initial site selection and evaluation (Tasks 1 through 5). The second phase involves project <br />formulation and evaluation (Tasks 6 through 9). The third phase involves definition of a <br />project development plan (Task 10). The final phase involves preparation of a final report <br />(Task 11). <br /> <br />Because the study is intended to result in a consensus of opinion among the various interest <br />groups with respect to a recommended project, the study process will include, in addition to <br />the technical analyses, extensive coordination among a number of interest groups and <br />individuals. Tofacllitate coordination the study will be directed by a Technical Steering <br />Committee (TSC). The makeup of the TSC is described in the discussion of project <br />management below. <br /> <br />The TSC will provide liaison between the represented agencies, other interested public <br />agencies and the general public. A Public Advisory Group (PAG) will be established by the <br />TSC to ensure input from the many varied interests concerned with the Yampa River. The <br />PAG will be utillzed to provide communication with local organizations throughout the <br />project. Concurrence on the recommended project, as well as intermediate study decisions, <br />will be sought from the PAG. <br /> <br />To facilitate consensus, the study schedule has been defined so as to allow ample time to <br />identify all potential sites and substantial contingencies have been reserved to ensure that all <br />feasible reservoir sites and projects are evaluated. The study schedule allows for an iterative <br />approach to site evaluation, project formulation and project evaluation.
