<br />the RIP, the Service and Recovery Program will review implementation of the Long
<br />Range Plan elements to determine compliance with applicable schedules.
<br />
<br />c) A proiect (identified action) is subseauentlv modified in a manner that causes an
<br />effect to a listed soecies or critical habitat that was not oreviouslv considered. If water
<br />projects are modified in such a manner so as to trigger reinitiation of consultation, the
<br />Service will identifY additional or dijJerent action items from the long range plan to
<br />serve as reasonable and prudent alternatives for the project.

<br />d) The Service lists new soecies or desifmates new or additional critical habitat. and
<br />water manaf!ement activities mav have an adverse imoact on the soecies or habitat.
<br />The Service will make recommendations to the Coordination Committee for
<br />amendments to the Program and long range plan to avoid the likelihood of jeopardy,
<br />adverse modification of critical habitat, or to minimize take for any new species listed
<br />as threatened or endangered. The Program participants will then decide whether to
<br />make the amendments. If the amendments are made, the Service will reinitiate
<br />consultation, and will use the amended long range plan action items as reasonable and
<br />prudent alternatives. The Service will not require any additional recovery actions by
<br />individual projects, because such actions would be included in the long range plan If
<br />the Recovery Program cannot be amended, then the Service will reinitiate consultation
<br />and develop reasonable and prudent alternatives with the Federal action agencies and
<br />the project sponsors.
<br />
<br />All biological opinions issued will contain language requesting the applicable Federal agency
<br />to retain sufficient authority to reinitiate consultation should reinitiation become necessary.
