<br />. <br /> <br />. <br /> <br />Allocation afthe Rio Grande Treaty Tributary Water Deficit From Fort Quitman to Falcon Dam. <br />This Minute provides in part: <br /> <br />1. That the two Governments adopt the framework described in the Minute to <br />ensure that Mexico provides to the United States 600,000 acre-feet...; <br /> <br />2. That the two Governments continue discussions, through the International <br />Boundary and Water Commission (IBWC), to arrive at an agreement before the <br />end of2001 to develop additional measures that the Government of Mexico will <br />undertake to cover the outstanding prior cycle deficit and on any other measures <br />that they consider necessary concerning the last year of the current cycle; and <br /> <br />3. That the Government of the United States and the Government of Mexico, ... are <br />committed to prevent recurrence of this situation and will work jointly to identify <br />measures of cooperation on drought management and sustainable management of <br />this basin. <br /> <br />International Boundary and Water Commission (IBWC) <br /> <br />For the Board members' information, included in the Board folder is a copy of the Draft <br />Envirorunental Assessment prepared by the U.S. Section of the IBWC to provide a portion of <br />Mexico's Colorado River water allotment to be delivered, under emergency conditions, to Tijuana, <br />Baja California. These deliveries would be made through various Southern California aqueducts <br />under terms of an international agreement (Minute). The emergency water deliveries would begin <br />during the spring of 200 I and span five years. Water, up to a maximum rate of 14 mgd, will be <br />conveyed through aqueducts owned and. operated by MWD and the SDCW A and then delivered <br />through pipelines and other facilities belonging to the Otay Water District. <br /> <br />Quarterly Status of Pending Contract Actions <br /> <br />Included in the Board folder is a copy of the quarterly status report of pending contract <br />actions, dated AprilS, 2001, prepared by Reclamation. The Board staff will closely follow Item 54, <br />which is associated with Mr. SOlUlY Gowan's request to lease up to 175 acre-feet of his present <br />perfected rights water to Moabi Regional Park located in San Bernardino County . <br /> <br />California's Colorado River Water Use Plan <br /> <br />The Board's comments on Reclamation's Inadvertent Overrun and Payback Policy were <br />discussed during the April Board meeting. Following the Board meeting I transmitted the Board's <br />comments to Reclamation. A copy of those comments are included in the Board folder. In addition <br />to the Board's comments, about 16 other parties submitted comments. Copies of those comments <br />are also included in the Board folder for your information. <br /> <br />Basin States/Ten Tribes Discussion <br /> <br />As reported at the April Board meeting, the Basin states during their April 51h meeting <br />indicated an interest in taking a proactive role in looking at issues related to restoration of the <br /> <br />2 <br /> <br />'" <br />
