<br />3083 <br /> <br />. <br /> <br />8. A visitors' overlook was constructed to provide the public <br />with a safe place to observe construction activities and to <br />protect existing environment until public use facilities can <br />be constructed. <br /> <br />9. Construction specifications include pollution control para- <br />graphs concerning dust abatement, landscape preservation, air, <br />water, sound and protecting aesthetic quality standards. The <br />contractor is required to comply with applicable Federal laws, <br />orders, regulations, and laws of the State of Colorado con- <br />cerning the pollution of surface waters, groundwater, or <br />watercourses. Thermal pollution, the discha~ge of refuse, <br />garbage, sewage effluent, human and industrial waste, oil and <br />mine tailings, mineral salts, or other pollutants will also <br />be controlled by contractual agreement. Dumping engine oil <br />on the ground will be prohibited. The contractor will be <br />required to take such measures as necessary to limit increase <br />in turbidity of the river or streams to reasonable amounts <br />above natural turbidity. This may require use of suitable <br />sedimentation or settling ponds, with or without the use of <br />a flocculating agent to prevent entry of excessive amounts <br />of suspended matter into the river from unwatering and aggre- <br />gate processing operations. <br /> <br />. <br /> <br />10. Utility lines into the recreation areas and facilities will <br />be buried for aesthetic preservations. <br /> <br />11. Exclusion of uncontrolled grazing, coupled with a resource <br />management and environmental improvement plan, will enhance <br />the open-space values of the area by providing a near "pre- <br />cowboy grassland" with native flowering plants. <br /> <br />12. Control of grazing as well as the control of water and wind <br />sheet erosion and gully erosion will result in increased <br />ground cover and renewed plant vigor. <br /> <br />13. Access roads and parking areas will be paved for dust abate- <br />ment and erosion control. <br /> <br />111. Operational criteria and procedures will be employed to nun1- <br />mize the adverse environmental and public use effects of the <br />exposed lake bottom. Particular attention will be given to <br />dust abatement associated with exposed reservoir bottom lands. <br />For example, some inundated areas will be revegetated with <br />such species as millet as the water level recedes during <br />spring drawdown. Adequate vegetation should minimize dust <br />problems during peak recreation periods. <br /> <br />. <br /> <br />117 <br />
