<br />304G <br /> <br />. <br /> <br />haul roads will be constructed without prior written approval <br />of the Bureau. Haul roads within the reservoir take line will <br />be located so they can be utilized after construction, with a <br />minimum of rehabilitation, for internal recreation and Opera- <br />tion and Maintenance access roads. <br /> <br />Section 4 of the Fryingpan-Arkansas Project Act P.L, 87-590 <br />directed the protection, enhancement and preservation of fish <br />and wildlife, recreation and aesthetic values of the Project. <br />The Bureau of Sport Fisheries and Wildlife and the National <br />Park Service provided recommendations and plans for the imple- <br />mentation of these features in compliance with the Act. <br /> <br />Public use facilities will be constructed to provide access <br />and to accommodate 980,000 recreation days and 97,300 fisher- <br />men and hunter days of use. These facilities will enhance <br />and preserve the quality of the natural environment and will <br />also reduce the adverse or detrimental effects on the aesthetic <br />qualities of the landscape. <br /> <br />. <br /> <br />The construction of the recreation and fish and wildlife facili- <br />ties is presently planned to run concurrently with construction <br />of the dam. However, it may be necessary to schedule the con- <br />struction of these facilities by phases to accommodate funding <br />or other restrictive requirements, <br /> <br />The recommended development for recreation at the reservoir is <br />shown in Figure 5 - General Development of Pueblo Reservoir. <br />Included are public use areas on the North Shore, on the South <br />Shore at Arkansas Point, Boggs Flat, and Rock Creek, and the <br />Rock Canyon area below the dam. Access points for fishing are <br />recommended at three existing road locations entering the valley <br />in the upper reaches of the impoundment. Detailed plans for <br />each area are described in the following text. <br /> <br />Arkansas Point Area.--All the land adjacent and west of the <br />right dam abutment is included in this public area. A head- <br />quarters-interpretive complex and marina area with supporting <br />public launching, parking, picnicking, camping and scenic <br />overlooks will be provided. Concessioner-built and operated <br />facilities are proposed and include a restaurant-lounge com- <br />plex, nine-hole golf course and marina support facilities such <br />as repair shop, supplies, boat and fuel docks, and sanitary <br />boat facilities, <br /> <br />The Arkansas Point development, because of its topography and <br />location to all proposed pool elevations, will be developed <br /> <br />10 <br /> <br />. <br />
