<br />~~:;~~, <br /> <br />In order to determine the effect of the proposed San Luis <br /> <br />development on the flow at Buckman, as given in Column 3 of the above <br /> <br />described table, the flow of the Rio Grande at Alamosa from April to <br /> <br />September was subtracted from the recorded flaw at Buckman. To the <br /> <br />resul ting !lJ!lounts were added the estimated monthly drainage return and <br /> <br />the estimated spill from the proposed reservoir during those months when <br /> <br />spill would occur. The subtraction of the flow at Alamosa f'rom the <br /> <br />recorded f'low at Buckman represents the absolute maximum effect that the <br /> <br />greatest possible development on the main stem of' the Rio Grande in <br /> <br />Colorado would have upon the Buckman f'low. It is evident that the absolute <br /> <br />limit of the Ef'f'ect of the ultimate development on the main stem of' the <br /> <br />Rio Grande in Colorado would be the drying up of' the river at Alamosa. <br /> <br />This limit could not be attained beoause it would be economically infeasible <br /> <br />to construct reservoirs with capacity suf'f'ioient to completely control the <br /> <br />stream. It also could not be attained because it would be impossible to <br /> <br />reuse and consume all of the return flow. The depletion studies heretofore <br />indicate <br />described/that at l~ast since 1913, when the record of' the flow of the <br /> <br />Rio Grande at Al!lJ!losa started, increased depletion in the San Luis Valley <br /> <br />was caused practically entirely by uses on the main stem above Alamosa. <br /> <br />Such studies, inoidentally, indioate that many of the values given in <br /> <br />Table 43, entitled "Colorado Depletions 1927 Condition", appearing on <br /> <br />page 218 of' the Middle Rio Grande Report, are decidedly in error, since <br /> <br />many of su~h values since 1913 exceed the recorded flow of' the Rio Grande <br /> <br />at Alamosa. However, in the present study, no exception is taken to this <br /> <br />and it is asslL'lled that the values, representing the Buckman flow as of' C ~ <br /> <br />I) 1"\ "-~l <br />(..~... <br /> <br />1927 conditions in the Middle Rio Grande Report, are correct. <br /> <br />-27- <br />
