<br />The reservoir area representatives were instrumental, however, in bringing the
<br />proposed dam and storage sites to the attention of their neighbots, stimulating
<br />public participation at meetings, preparing' a news letter, and in having letters
<br />written to local, state and Federal officials and elected representatives.
<br />
<br />This report is not a polished, carefully edited and balanced document. No "con-
<br />census" of the Steering Committee was reached or attempted on the language. In-
<br />stead, it is a compilation of contributions by Committee members, describing
