<br />1. INTRODUCTION
<br />
<br />The Upper South Platte Unit Steering Committee, formed in the summer of 1973,
<br />was established to assist the Bureau of Reclamation in it's multi-objective
<br />planning process for the proposed Two Forks Dam and Reservoir and alternatives
<br />to that proposal. This report has been prepared by the Steering Committee, to
<br />describe it's activities.

<br />The Steering C,?mmittee, and it's Executive Committee, met on numerous occa-
<br />sions with staff of the Bureau of Reclamation, other Federal agencies, and state
<br />agencies participating in the planning process. The process by which the Com-
<br />mittee conducted it's activities ,in providing assistance and guidance to the
<br />Bureau and other agencies, and' enabling the public to participate, are described
<br />in the report.

<br />No "decision" of the Committee, as such, nor "recommendation", is contained
<br />in the report. It is not an analytical assessment of the metropolitan Denver or
<br />Colorado water situation nor an evaluation of the alternatives as presented and
<br />discussed. It does, however, include, in Section II, statements of major
<br />pOints of view derived from the Committee's activities, or views already held by
<br />committee members and their constitUency. The statements were prepared by,
<br />or under direction of a Committee member. As these statements show, the matter
<br />of water supply is viewed as crucial in the Denver area, but that approaches to
<br />the situation are diverse, and, in some cases, conflicting.

<br />Each member of the Steering Committee represents an agency or organization, and
<br />has been provided an opportunity to include his agency's formal position in the
<br />Appendix, as well as a personal statement regarding the alternatives and the re-
<br />commended plan. Comments on the Steering Committee's activities may also be
<br />included.

<br />It was initially proposed that the Steering Committee give active and continuing
<br />direction to inter-agency task forces. The Committee, however, is comprised of
<br />people from agencies and organizations, most of whom were already heavily com-
<br />mitted to other assignments or activities. Still some local agency and state
<br />agency representatives did participate in the work of the task forces.

<br />The dilemma of local agency and public participation in planning for a proj ect of
<br />this magnitude and time period available was not entirely solved by this Steering
<br />Committee. Indeed, it may be an impossible dilemma. Notwithstanding the
<br />limitations, Steering Committee members did provide substantive comment and
<br />guidance to the Bureau and the task forces, some of which is reflected in the al-
<br />ternatives, their analysis and comparison, and in the recommended plan.
<br />
<br />Representatives of residents and landowners from the three reservoir areas were
<br />invited to become Committee members at a late date, after analysis had estab-
<br />lished the three reservoir areas for investigation in lieu of other possibilities.
