Denver Federal Center <br />Denver, Colorado 80225 <br /> <br />Dear Mr. Ingles: <br /> <br />As stated in my letter of August 30. 1974 to you, I am pleased to forward <br />the enclosed "Report on the Upper South Platte Unit", prepared by Steer- <br />ing Committee members. <br /> <br />The effort and long hours applied to thefeasibiUty study and in respond- <br />ing to the Committee by your staff and other participating agencies, is <br />recognized and appreciated by the Steering Committee. [t was a difficult <br />tasle. done in a short time, with a minimum of resources. <br /> <br />I must make one personal observation. Environmentalists were naturally <br />concerned about the impact of any of the three reservoirs. and this was <br />particularly true in the Two Forks area. However, the focus of criticism <br />and opposition centered on the "growth" issue, specifically, the "Denver" <br />growth issue. No amount of explanation or repeated presentation of the <br />basis for the forecast population and resultant water demand and potential <br />supply shortages to the Steering Committee, and especially to potential <br />reservoir area residents would suffice, Larry Nelson of your staff, supported <br />by the Denver Water Department and the Denver Regional Council of Govern- <br />ments staff, repeatedly described higher forecasts. also based on assumptions <br />that can be substantiated. Thus, a conservative forecast was used.
