00267

UPPER SOUTH PLATTE UNIT
STEERING COMMITTEE

September 4, 1974

Mr. James J. 0' Brien
Acting Commissioner
U ,S. Department of the Interior
Bureau of Reclamation
Washington, D.C. 20240

Dear Mr. 0' Brien:

The "Report on the Upper South Platte Unit" prepared by the Steering Committee,
is being forwarded to your Lower Missouri Regional Office today.

The Executive Committee, as noted in Mrs. Pollock's letter of July 22, 1974
to Mr. Stamm, agreed to this procedure, rather than a separate public release
of the Steering Committee's report. In this way, its' contents, statements, and
opinions can be reviewed in context with the feasibility study report when the
two reports are simultaneously released. Mrs. Pollock, a'nd some others, felt,
however, that the Committee's report should be released immediately.

I would note, in response to your letter of August 19, 1974, that, with our report
in hand, your regional office can proceed with completion of the feasibility study.
Meanwhile, as agreed by the Executive Committee, the summaries of points of
view in Section II and the statements in the Appendix could be released or used
by the authors as they choose, since the Committee Report is not represented
as a consensus, or recommendation as such, but is essentially a compilation of
member contributions.

The Steering Committee was formed at the invitation of the Bureau of Reclamation,
and the Committee's report is being presented to the Bureau, as is appropriate.
Thus, it is the Bureau's report, and you may release it now, or simultaneously
with the feasibility study report, as agreed to by the Executive Committee of the
Steering Committee.

~f

Sincerely yours,

Alan L. Foster
Chairman

ALF/nl

,;'.:...:,,; ~-;:;'..;:- ." .'.:~

~~~~>:;{~.~::
:or:;::.g;;~~~
-,
.. ,
:.:- - ."----:,.
