Subsequently, press releases announcing the public <br /> <br />informa tion meetings were sent to the Denver media and to sma ller loca I <br /> <br />?:.:.. <br />. .;.::~. Local papers and media did not receive notice, however, of the <br /> <br />firs t public information meeting in January, Despite the pres s releases, <br /> <br />the media did not see the Upper South Platte Unit as an important matter <br /> <br />until the announcement by the representative of the Governor on June 13, <br /> <br />1974, at a public information meeting, that he was. opposed to any of <br /> <br />the three prospective reservoir sites. Thereafter, an article of some kind <br /> <br />regarding Two Forks or its alternatives appeared in the Rockv Mountain <br /> <br />~~~'-';~qr:~~;;: <br /> <br />News, Denver Post, local papers and in the broadcast media everday for <br /> <br />two weeks and periodically thereafter. <br /> <br />At the ini tial meeting organizing the Steering Committee, attendees <br /> <br />suggested that a number of other additional public, private, and citizen <br /> <br />organizations be invited to become members of the Committee, Fifteen <br /> <br />agencies were added to the Committee, if they wished to send representa- <br /> <br />tives. Later, representatives of the three potential reservoir areas were <br /> <br />added to the Committee, and two environmental organizations representa- <br /> <br />tives were added in March and May 1974. <br /> <br />Some members of the Committee have strong views regarding the nature <br /> <br />and extent of public participation, principally including the reservoir area <br /> <br />representatives. Thier critical comments regarded late participation, as <br /> <br />well as of the proposals themselves. Other criticisms were made about <br /> <br />the timeliness of the meeting-notices, meeting conduct, thoroughness of <br /> <br />the study, the responses made to questions and comments, and the length <br /> <br />and nature of presenta tions. <br />
