<br />B-8 <br /> <br />.. <br /> <br />depletions in the 1977 report are 11,900 acre-feet for Colorado and <br />10,500 acre-feet for Wyoming. The President's Water Project Review in <br />1977 resulted in deletion of funding for the project, and no construction <br />funding has been provided. The project was not deauthorized. Therefore, <br />it is considered on a deferred status until funding is provided. <br />Depletions are thus estimated to occur after 2030. <br /> <br />West Divide Project <br /> <br />A feasibility report was prepared in 1966, and the project was authorized <br />by Public Law 90-537 on September 30, 1968, as a participating project <br />of the Colorado River Storage Project. Advance planning studies have <br />continued and various plans have been considered but none are feasible, <br />based upon current policies and procedures for planning water aud related <br />land resources. Plans include a mix of water for irrigation and municipal <br />use. A concluding report has been drafted to summarize data available. <br />A plan is presented which is not economically justified but totals 38,200 <br />acre-feet depletion. Development is assumed to occur after the year 2030. <br /> <br />Denver Expansion, Colorado Springs Expansion, Homestake Expansion, Pueblo, <br />Englewood, and Independence Pass <br /> <br />The projected depletions for the above diversions were reviewed by the <br />State of Colorado and numbers furnished by written communication dated <br />July 28, 1980. These were mostly the same depletions used in previous <br />projections. <br /> <br />Rangely Project <br /> <br />Rangely Reservoir is to be built at the Taylor Draw site east of Rangely, <br />Colorado. Financing was approved by the electorate in August 1980 and <br />bonds have been issued. Depletion values were furnished by the Colorado <br />River Water Conservation District. <br /> <br />Hayden-Craig Steam Plants <br /> <br />Craig Nos. I and 2 have begun commercial operations and increased depletions <br />as shown. Craig No. 3 is scheduled for operation in 1983. <br /> <br />Windy Gap Project <br /> <br />The Northern Colorado Water Conservancy District confirmed that contracts <br />have been awarded and construction would begin in 1981 and be finished by <br />1985. Facilities of the Colorado-Big Thompson Project would be used to <br />divert up to 54,000 acre-feet per year for domestic use by the cities of <br />Longmont, Loveland, Estes Park, Greely, and the Platte River Power <br />Authority. The State of Colorado estimated that 30,000 acre-feet diver- <br />sions would occur by 1990 and the full amount by the year 2000. <br /> <br />Oil Shale Development <br /> <br />A great deal of activity is taking place in oil shale development, but <br />no large scale production is underway and will not be for sometime as <br />most of the work is now testing mining procedures and retorting processes. <br />The 13(a) Assessment "The Availability of Water for Oil Shale and Coal <br />
