(. <br /> <br />IV. OPERATION PLAN FOR WATER YEAR 1990 <br /> <br />A. General <br /> <br />Three potential operations have been considered for available <br />facilities of the Fryingpan-Arkansas Project in conformity with <br />established operating criteria under assumed conditions of inflow. Two <br />of these represent operat i ng cond i t ions that wou 1 d be experi enced if <br />runoff during water year (WY) in 1990 is extremely high or low. <br />Divertable flows during W.Y. 1990 have a 1-in-10 chance of being greater <br />than the reasonaole maximum and a 1-in-l0 chance of being less than the <br />reasonable minimum. Therefore, actual operations in 1989-1990 <br />statistically have an 8-in-10 chance of falling between the two extremes. <br />The third potential operation represents most probable diversions and <br />operating conditions. <br /> <br />In considering potential operation plans, it was intended to provide the <br />necessary fl exi b i 1 ity to change from one set of cond it ions to another. <br />Changing conditions will require adjustments to the proposed operation <br />plan. Forecasts of the April-July runoff will be initiated in February <br />1990 and cont i nue dur i ng each succeed i ng month through May. These <br />forecasts are based upon the Soi 1 Conservation Service's monthly snow <br />survey, most probab 1 e preci pi tat i on for the remai nder of the season, <br />and historic runoff patterns. <br /> <br />The contract with Southeastern Colorado Water Conservancy District <br />requires that by May 15 notification be given of the quantity of water <br />that will be available for sale to the district. This quantity is in <br />excess of the buildup of storage necessary for minimum pools and power <br />operation, evaporation, and transportation losses. <br /> <br />B. Ruedi Reservoir <br /> <br />Ruedi Reservoir will be operated during 1989-1990 to optimize control <br />of spri ng runoff, recreat i ona 1 interests and downstream fi shery <br />requirements. This is an interim plan until a long-term market is <br />developed for that water. Short term sales may be made on a year-to- <br />ye~r basis as need develops. <br /> <br />1. Inflow <br /> <br />Under most probable conditions, the annual inflow will be <br />131,500 acre-feet. Under maximum and minimum probable conditions annual <br />inflow will be 197,800 and 83,800 acre-feet respectively. <br /> <br />2. Minimum Release <br /> <br />The fishery bypass requirements, as described in the qperating Principles, <br />are 39 ft3/s from November through April and 110 ft3/s from May through <br />October or inflow whichever is less. <br /> <br />21 <br />
