<br />the Narrows project is described as a project of Bureau <br />of Reclamation, United States Department of the Interior, <br />a planned mUlti-purpose development to provide supplemental <br />irrigation water, flood control, recreation, fish and wild- <br />life development and potential future muni.cipal and industrial <br />water supplies. Said project is scheduled for immediate con- <br />struc~ion of a dam and reservoir located approximately seven <br />miles upstream of Fort Morgan, Colorado on the South Platte <br />River facilitated by the immediate acquisition of lands and <br />rights-of-way for the construction of Narrows and the <br />relocation of the Union Pacific Railroad. Plaintiffs have <br />and will continue to suffer injury in fact in their use <br />and enjoyment of the private and public lands affected <br />by Narrows. The following facts are revealed by the <br />FES. Narrows is a water storage project of the Bureau <br />of Reclamation, located in Morgan County, Colorado <br />consisting of a dam and reservoir which impound __a <br />maximum of 1,609,000 acre-feet of water, and' Narrows is <br />designed to make available on the average 157,500 acre- <br />feet of water annually, including 24,500 acre feet of <br />divertible return flow to supplement irrigation require- <br />ments on 166,370 acres of land in the Lower South <br />Platte Water Conservancy District (LSPWCD) and on <br />120,700 acres of land in the Central Colorado Water <br />Conservancy District (CCWCD). <br />14. No construction or land acquisition has been <br />commenced by defendants but upon information and belief <br />plaintiffs allege that defendants will commence con- <br />struction and/or land acquisition if not immediately <br />enjoined. <br />15. Plaintiffs are informed and believe and <br />therefore allege that defendants have not yet entered <br />into. a repayment contract for the reirnburseable costs of <br /> <br />-5- <br />
