10. Plaintiffs are informed and believe that defendant
Joe D. Hall is the Regional Director of the Bureau of
Reclamation for the Lower Missouri Region, with offices in
Denver, Colorado and is the chief executiye officer for the
Bureau of Reclamation in the Lower Missouri Region.
11. Plaintiffs are informed and believe that defendant
Nelson W. Plummer is Assistant Regional Director, Lower
Missouri Region, Bureau of Reclamation, with offices in
Denver, Colorado.
12. Plaintiffs are informed and believe that Bruce
Bechley is head of the pre-construction branch of Narrows
Unit, Lower Missouri Region, Bureau of Reclamation, with
office9 in Denver, Colorado.

GENERAL ALLEGATIONS
13. On December 8, 1975, the Regional Office, Lower
Missouri Region, Bureau of Reclamation, issued a Draft
Environmental statement entitled UDraft Environmental
Statement, Narrows Unit, Pick-Sloan Missouri Basin Program,
Colorado" and designated "INT DES 75-59," (DES). The DES
was made available to the public after December 8, 1975
for review. On May 14, 1976, the Bureau of Reclamation
issued a writing entitled "Final Environmental statement,
Narrows Unit, Pick-Sloan Missouri Basin Program, Colorado"
and designated !lINT FES 76-25," (FES). In this document
