<br />.... <br />(j) <br />00 <br />C\! <br />o <br />o <br /> <br />GRAND VALLEY SALINITY PROGRAM <br /> <br />There is quite a lot of confusion regarding procedures <br />and related practices in the Grand Valley Salinity Program. <br />hopefully will clarify the procedure. <br /> <br />for cost-sharing irrigation <br />The following information <br /> <br />Agencies and Groups involved: <br /> <br />Agricultural Stabilization and Conservation Service (ASCS) The ASCS is responsible <br />for disbursement of all cost-share funds to individuals and groups (pooling agreements). <br />The ASCS determines eligibility of land-owners for participation in the cost-sharing <br />program. <br /> <br />The ASCS County Commitee, comprised of 3 farmers <br />County, meet monthly to act on cost-sharing requests. <br />practice. <br /> <br />or ranchers representing Mesa <br />They set aside funds for a given <br /> <br />Soil Conservation Service (SGS) "The SCS is responsible for determining the need <br />and feasibility of a practice. SCS has technical responsibility for any irrigation or <br />related practice in the Grand Valley Salinity Program. SCS also designs and provides <br />construction data and inspections for a practice. A plan of action, called a Conservat- <br />ion Plan, can be prepared for a land unit upon request to aid in completion of 10ng- <br />term goals. <br /> <br />The Mesa Co. Soil Conservation District, a 5 member board of local landowners, <br />is a legal subdivision of state government. The District provides leadership and <br />guidance to the local Soil Conservation Service Field Office, and encourages landowners <br />to become cooperators with the District. <br /> <br />Procedure: <br /> <br />1. Sign-up at local ASCS office. ASCS collects eligibility information, and takes <br />application. <br /> <br />2. ASCS County Commitee reviews applications and grants Tentative Approval for <br />practice, if eligibility requirements are met. <br /> <br />3. Referral for Technical Determination is then sent to SCS. SCS checks practice <br />to determine needs and feasibility, plans unit and provides cost estimate. Landowner <br />and SCS discuss practice and future goals. <br /> <br />4. ASCS County Commitee reviews information. Upon a favorable needs and <br />feasibility determination from SCS, grants Guaranteed Approval and sets aside funds <br />for practice. <br /> <br />5. Design for Practice. Landowners must assist SCS in design survey. SCS <br />designs practice to current standards and specifications. Designs may be prepared <br />outside of SCS, but must be approved by SCS engineers. Landowners must come into SCS <br />office and review and approve design. <br /> <br />6. Landowner chooses contractor. (A written agreement, or contract, between <br />landowner and contractor is a good idea.) Landowner may install practice on his own. <br /> <br />I. <br />! " <br /> <br />'" <br /> <br />'~, <br />
