<br /> <br />~:., ~--::, ,~- - ~ <br />.)4J ~ ';t <br /> <br />. <br /> <br />Although the estimated construction cost of'Ruedi Dam and <br />Reservoir exceeds the estimated cost of Aspen Dam and Reservoir, the <br />revised operating principles provide that the financial obligation <br />attached to the Fryingpan-Arkansas Project be limited to the estimated <br />cost of Aspen Dam and Reservoir, or $7,600,000. The economic justifi- <br />cation and feasibility of the Fryingpan-Arkansas Project, therefore, <br />are not affected by the substitution of Ruedi Dam s.ndReservoir. <br /> <br />This report and appended materials are submitted for your <br />approval and for departmental action with a view toward securing <br />approval of the substitution of Ruedi Dam and Reservoir for Aspen Dam <br />and Reservoir in connection with congressional authorization of the <br />Fryingpan-Arks.nsas Project. <br /> <br />Authority to make this report and supporting investigations <br />is provided in the Federal Reclamation laws (Act of JUne 17, 1902, <br />32 stat. 388, and acts amendatory thereof or supplementary thereto). <br /> <br />PURPOSE OF REPORT <br /> <br />. <br /> <br />This report is limited to analyses of Ruedi pam and Reservoir <br />and appraisal of potential western-slope uses of water. from the reser- <br />voir. It is not within the scope of the report to re-examine the <br />feasibility of the Fryingpan-Arkansas Project in the light of current <br />cost estimates, present policies and procedures, and tbe latest <br />available hydrologic, engineering, and economic data. Such evalua- <br />tion will be made separately. <br /> <br />Because of limitations of time and investigation funds, <br />the studies and estimates underlying the report are of reconnaissance <br />grade. Should the Fryingpan-Arkansas Project be authorized with <br />Ruedi Dam and Reservoir as an integral feature, it will be necessary <br />to program and conduct further studies of all potential uses to <br />determine the most benef1cial and desirable operating plan for the <br />reservoir. <br /> <br />ACKNOWLEOOEMENTS <br /> <br />Through the Colorado Water Conservation Board, the State of <br />Colorado has contributed funds fOr investigations required for this <br />report and for the re-examination of the Fryingpan-Arkansas Project, <br />the results of which will be presented to Committees of Congress next <br /> <br />'. <br /> <br />2 <br /> <br />
