Upper and Lower <br />basins were formed to allow upper basin to develop at a <br />slower rate. If we lose the dividing line, we'll have lost <br />chance to develop at a slower rate. <br /> <br />Water management needs to be a cooperative effort, how- <br />ever the Law of the River is antagonistic. How are you <br />going to pull off a cooperative paradigm when it's not <br />cooperative? <br /> <br />There is a lack of llexibility in the system. Look at adjudi- <br />cations within the different states-there are conditional <br />water rights in New Mexico that are 60 years old. No one <br />can touch the water. The Bureau is the villain in one case <br />water users in another. Problems now are <br />due in a big way to how the water is monitored and rout- <br />ed. There is a need for more sophisticated monitoring and <br />modeling to mimic a more natural process. <br /> <br />Trend regarding consumption and use - consumptive to <br />non-consumptive and rural to urban. We need <br />to monitor water and sediment throughout the basin in <br />order to have effective monitoring. All the great ideas in the <br />world are no good if you can't predict what will happen on <br />the ground. <br /> <br />I'd like to see a list of trends in management of river man- <br />agement, world wide. I think there is a worldwide trend <br />developing and it needs to be identified. Good to put this <br />river system in perspective with other rivers. <br /> <br />One benefit of this project could be a common understand- <br />ing of what impacts are and why they are important to <br />consider. There are two forms of Law of the RiveT' <br />with and without Endangered Species Act. Some don't ' <br />characterize as broad a scope for the law of the river. This <br />is an issue of declining importance, because there is <br />understanding being reached. <br /> <br />Long-range planning is not realistic, except in CA. There <br />is long planning period, but the CA model is being recog- <br />nized. We <br />believe t~at there is general agreement that the overall <br />management mechanisms are satisfactory. We also believe <br />that the Law of the River still works and we are not par- <br />ticularly aware of significant conllicts within the Law and <br />related rules and regulations. <br />
