<br />COLORADO RIVER BASIN MANAGEMENT STUDY: FINAL RE:PORT <br /> <br />ISSUES INVOLVING HYDROPOWER PRICES/MARKETING/REVENUES <br /> <br />No NAME SPECIFIED <br />SANTA CLARA CITY <br />SANTA CLARA, UT <br />Hydro power prices being stabilized (held down) is very <br />essentiaL The consequences of privatization of federal power <br />marketing entities must be given careful consideration. <br /> <br />JIM BURDICK <br />CHURCH AND DWIGHT co., INC. <br />GREEN RIVER, WY <br />Use of Hydro-electric power changing to base load vs. <br />historical swing load to meet peak usages will cause <br />increased power generation via higher cost alternates. <br />This will decrease Hydro-electric revenue and increase <br />consumer cost and overall air pollution due to increased <br />coal fired capacity; since surely environmental concerns <br />will not allow clean Atomic power. <br /> <br />BUREAU OF RECLAMATION MEETING <br />BOULDER CITY, NV <br />If were looking at this for 30 years, and looking at upper <br />and lower basins in total, we should consider the repay- <br />ment schedules of all facilities along river, not just Glen <br />Canyon Dam. <br /> <br />Don't focus just on hydropower generation, include all <br />effects of dams. <br /> <br />Impacts of conflicting demands for hydropower and water <br />resources. <br /> <br />Also mention impacts of water users. <br /> <br />Also include effects on recreation as a resource. <br /> <br />Need a number, not just a bullet, for addressing water. <br />Perhaps it seems so fundamental that it goes without say- <br />ing. But maybe it needs to be brought up to be inclusive. <br /> <br />Lots of language going around about privatization. Some <br />entities evaluating the sale of marketing are also talking <br />about privatization of generation facilities. Everything is <br />on the block. <br /> <br />BUREAU OF RECLAMATION MEETING <br />SALT LAKE CITY, UT <br />Continued focus on power revenues to pay for resource <br />protection. Power feels that $ should come from other <br />sources, state, recreation, etc. <br /> <br />Seems to be in two arenas, one is policy change, another <br />is different uses of public participation and recognizing <br />new values. Privatizing power entities includes sale of <br />generation facilities, not just marketing side. <br /> <br />When talking title transfer, its essential to discuss what <br />caveats go with each transfer. If the buyers want to leave <br />ESA commitments with federal government, that is a prob- <br />lem. This becomes an issue as we begin to discuss what <br />can reasonably be transferred. Such discussion may greatly <br />reduce the number of potential projects for transfer,. <br /> <br />Issues of whether or not there needs to be NEPA compli- <br />ance in transfers. <br /> <br />There is an issue involving title transfer, new parties com- <br />ing in, e.g. if Western is done away with.
