This phase of the study was de- <br /> <br />signed to avoid duplication of effort by determining what had <br />already been accomplished by either State, Federal, local or private <br /> <br />interests. <br /> <br />As presently scheduled, the reconnaissance report is to be pub- <br /> <br />lished by the Bureau of Reclamation in the summer of 1971. <br /> <br />PURPOSE OF THIS' REPORT <br /> <br />The purpose of this report is threefold: first, to evaluate <br /> <br />Interim Report No. 1 and determine the studies that need to be per- <br /> <br />formed to accomplish the objectives of the Kansas Basins Project <br /> <br />reconnaissance investigation; secondly, to describe the items of work <br /> <br />necessary to accomplish these studies and designate primary responsi- <br /> <br />bility to either the Bureau of Reclamation or the State of Kansas; <br />and thirdly, to schedule the proposed work items. <br /> <br />EVALUATION OF STUDIES NEEDED <br /> <br />.' <br /> <br />Interim Report No. 1 indicates that although some studies and <br />data are available on many phases of the forthcoming investigations, <br /> <br />none are adequate to satisfy comprehensive and long-range aspects. <br /> <br />A basic need for any long-range plan for the development of <br /> <br />water resourees is a determination of the location and magnitude of <br /> <br />the needs of the future. Long-range needs are usually determined by <br /> <br />making an economic base study which provides an estimate of the future <br /> <br />3 <br />
