<br />001816 <br /> <br />INTRODUCTION <br /> <br />\ <br /> <br />The Bureau of Reclamation, in cooperation with the State of <br /> <br />Kansas, is conducting a study called the Kansas Basins Project. <br /> <br />In 1965 the Kansas Legislature enacted the "State Water Plan" <br /> <br />which, in conjunction with the State Water Plan Act of 1963, consti- <br />tutes a major policy statement by the State of Kansas regarding the <br /> <br />development of a State water plan and State financial participation <br /> <br />in water resource projects and programs for flood control and <br /> <br />conservation purposes. <br /> <br />The State Water Plan calls for the formulation and adoption of <br /> <br />long-range goals and objectives for (1) flood control and conser- <br /> <br />vation, and (2) the development, utilization, and disposal of water <br /> <br />based on (a) careful consideration of the water resources of the <br /> <br />State, and (b) the present and projected water use and control needs <br /> <br />of the people of Kansas. The plan is to provide the basis for coor- <br /> <br />dinated, balanced, and harmonious development of the water resources <br /> <br />of the State of Kansas. <br /> <br />The second session, 89th Congress, appropriated funds for the <br /> <br />Bureau of Reclamation to start work on the Kansas Basins Project <br /> <br />during fiscal year 1967.
