(a) Special meetings of the Administration may be called by the Ch:lirrnan or, in the (<1.se of a vacancy in the office of Chairman or inability of the Chairman to act, by the Vice~Chairman. Upon the writ- ten request uf two or morc representatives, it shall be the duty of the Chairman, or Vicc-Ch<1irman, as the case may be, to call such ;l meeting.
