The annual meeting of the Administration sh;J.1l be held on the <br />second Tucsday in December of each yc:tr. <br />'2. The Administration .o:h<111 hold regular meetings on the fourth <br />Tuesdays in March anJ July of each ycar.l <br />3. (a) Special meetings of the Administration may be called by <br />the Ch:lirrnan or, in the (<1.se of a vacancy in the office of Chairman or <br />inability of the Chairman to act, by the Vice~Chairman.
