<br />Albuquerque on Activity 1, Problein Identification. There was good
<br />public attendance at this open meeting. ' However, due to the incon-
<br />venience of attend~nce from distant places, the Rio Grande Coordinat-
<br />ing Committee decided to obtain public input by circulation of draft
<br />reports to interested persons or organizations selec ted by State
<br />members of the Committee. This was done prior to adoption of formal
<br />reports submitted by the Regional Sponsor which reflect pertinent
<br />public views.

<br />Organizational Structures.
<br />
<br />Responsibility for the Assessment, including financing, rests
<br />with the U. S. Water Resources Council under provisions of the Water
<br />Resources Planning Act of 1965 (Public Law 89-90).
<br />
<br />Water Resources Council. Representatives_of eight Federal De-
<br />partments or Agencies constitute the Water Resources Council. These
<br />include the Departments of Agriculture, Army, Commerce, Housing and
<br />Urban Development, Interior, and Transportation, and the Environ-
<br />mental Protection Agency and Federal Power Commission. The Secre-
<br />tary of Interior has from inception served as Chairman of the Council._
<br />In addition the, Council currently has Observers representing 15 agencies
<br />which include the Office of Management and Budget, Department of Justice,
<br />Council on Environmental Quality; eight River Basin ,Commissions in-
<br />cluding Gre~t Lakes, Missouri River, New England River Basins, Ohio
<br />River, Pacific Northwes-t River Basins, Upper Mississippi, Delaware,
<br />Susquehanna; three Inter-Agency Committees including Southeast Basins,
<br />Pacific Southwest, and Arkansas-White-Red Basins; and the Tennessee
<br />Valley Authority.

<br />A small staff under a Director and through nine working com-
<br />mittees perform the work for the Water Resources Council. The key
<br />working committee, the National Assessment Committee, is concerned
<br />with performance of the National Assessment. Members of the National
<br />Assessment Committee, as shown under "Acknowledgments," include
<br />representatives of the eight Federal Departments or Agencies as
<br />outlined for the Council with a Staff officer serving as Chairman.
<br />The other committees quite similarly constituted include: policy,
<br />planning, energy development and implications, hydrology, sedimen-
<br />tation, vector, economics, and organization for economic coopera~
<br />tion and development - economic commission for Europe Inter-Agency
<br />Committee.

<br />The Specific Problem Analysis portion of the Assessment, as
<br />explained in the "Introduction," is performed by Regional Sponsors
<br />for the 21 Assessment Regions who report to the Water Resources
<br />Council. These spons'ors;include River Basin Commissions (8 regions),
<br />Inter-Agency Committees (6 regions), State Agencies (3 regions), and
<br />Federal Agencies (4 regions).
