SUMMARY, SPECIFlC PROBLEM ANALYSIS ACTIVITIES <br /> <br />This chapter summarizes the procedures, organizational structures, <br />and the overview of the Specific Problem Analysis Activities in the <br />Rio Grande Region for the 1975 National Assessment. Activities in <br />previous chapters are only summarized here, except that this chapter <br />includes more details on organizational structures. <br /> <br />Procedures used in Activities 1, 2, 3, and 4. <br /> <br />Guidelines for performance of Activities 1, 2, 3, and 4 were <br />provided by WRC. These were supplemented by the Regional Study Di- <br />rector through "working outlines" following formats contained in the <br />Guidelines. Guidelines and working data received from WRC, such as <br />MCC data and other materials relating to the Assessment, were dis- <br />tributed by the Regional Study Director to members of the Rio Grande <br />Coordinating Committee. State members of the Committee drafted ma- <br />terials for Activities 1 and 2 relating to their areas of interest. <br />Drafted materials were returned to the Regional Study Director for <br />compiling completed drafts which were circulated to the Rio Grande <br />Coordinating Committee for review prior to open public discussion <br />and comment, such as for Problem Identification (Activity 1) or for <br />release by State members to public participants for review and com- <br />ments as was done for Problem Lists (Activity 2). After receipt of <br />public comments, the reports on Activities 1 and 2 were revised and <br />submitted by the Regional Sponsor to WRC. Activity 3 was prepared <br />and reviewed similar to Activities 1 and 2 except the public review <br />was ,omitted as directed by WRC. <br /> <br />Activity 4, the formal report of the Regional Sponsor to WRC <br />on the Specific Problem Analysis which contains conclusions and <br />recommendations, was formulated under slightly different procedures. <br />The Regional Study Director used data in reports on Activities 1, 2, <br />and 3, and other sources to formulate a draft of Activity 4, supple- <br />mented by discussions with State members of the Rio Grande Coordinat- <br />ing Committee. The draft was circulated to the Committee for review <br />and comment. Following such review and comment a revised draft re- <br />port was circulated by State members of the Rio Grande Coordinating <br />Committee to selected 'public participants for further review and <br />comment. Following receipt of such comments, this report was fin- <br />alized with approval of the Rio Grande Coordinating Committee and the <br />Regional Sponsor who submitted it to WRC in conformance with the <br />Memorandum of Agreement approved initially on March 18, 1975. <br /> <br />The basic input in each Activity report was made by State members <br />of the Rio Grande Coordinating Committee, with review, guidance, and <br />approval by Federal members of the Committee, and by giving appro- <br />priate consideration to suggestions and recommendations submitted by <br /> <br />80 <br /> <br />." r.". <br />'-, ',,!,::.,...
