This report covers the period from January <br /> <br />I through December 31, 1999. <br /> <br />COUNCIL COMMENTS AND RECOMMENDATIONS <br /> <br />Overview <br /> <br />The 1999 Review, Water Quality Standards for Salinity, Colorado River System, June 1999 (1999 <br />Review), and Supplemental Report, October 1999 prepared by the Forum describe the numeric <br />criteria for salinity, the implementation plan, the individual salinity control projects and their status. <br />The Council appreciates the assistance each of the federal agencies provided to the Forum during <br />the preparation of the 1999 Review. <br /> <br />The implementation of the federal portion of the Colorado River Basin Salinity Control Program <br />continues with mixed results. Reclamation is implementing its basinwide program authorized in <br />1995 by P.L. 104-20. The Department of Agriculture's on-farm program is a part ofa much larger <br />Environmental Quality Incentives Program authorized by the Federal Agriculture hnprovement and <br />Reform Act of 1996 (F AIRA). The Bureau of Land Management continues to develop methods for <br />quantif'ying salinity reduction benefits within its existing land management programs. The Council <br />urges all federal agencies to more closely consult and coordinate with those other federal agencies <br />having salinity control responsibilities and with the Forum and its Work Group. The Council also <br />requests that as organizational changes occur within the agencies, each agency identif'y with whom <br />the responsibility for salinity control lies, and that this information be made available to the Forum's <br />Executive Director and the Advisory Council members at the earliest possible date. <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />3 <br /> <br />~'" <br />
