<br /><:> <br />00 <br />W <br />01 <br /> <br />1999 ANNUAL REPORT <br /> <br />those activities on public lands which can reduce the salt load in the Colorado River and for <br />attempting to develop methodologies for quantifYing those reductions discussed in the 1999 Review. <br />The COWlcil also recognizes that the BLM's accoWlting of expenditures is being modified to report <br />results. The COWlcil requests that documentation regarding the use of the $800,000 that has been <br />specifically identified in the BLM budget annually for salinity control activities be provided, along <br />with a thorough written assessment of the salinity reduction accomplishments made with this <br />funding. The Council requests that in a broader sense the BLM improve its reporting of all funds <br />spent in saline watersheds and the salinity reductions that have been accomplished by these efforts. <br />The COWlcil is interested to know if, Wlder the Govemment Results and Performance Act, the BLM <br />has identified to the Congress salinity control efforts as a stated measurable goal. It is noted that the <br />BLM has not identified salinity control as a stated performance goal or a workload to be measured <br />in its national strategic plan. The Council requests more information in writing from the BLM as <br />to how salinity accomplishments have been and will be reported. <br /> <br />The Council urges the BLM to continue to educate its field personnel on how to identifY and <br />quantifY salinity reducing activities. The COWlcil recommends that the BLM educate its personnel <br />on the impacts land management decisions have on salt loading (both the positive and the negative <br />impacts) and that it instruct its personnel to not make land management decisions that will have <br />negative impacts on salt loading. <br /> <br />The COWlcil urges the BLM to seek funding for salt reduction projects administered either solely by <br />the BLM or in cooperation with state and other federal agencies. The COWlcil recommends that the <br />BLM continue developing, in cooperation with the Forum's Work Group, a program which will <br />allow the tracking of salt load reductions and the expenditure of funds that result in a reduction of <br />salt contributions. <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />8 <br /> <br />,- <br />
