<br />1999 ANNUAL REPORT <br /> <br />o <br />00 <br />w <br />~ <br /> <br />funds that are assisting in Colorado River salinity control and the salinity control that was <br />accomplished in 1999. <br /> <br />The Council recommends in the Management and Budget Recommendations portion of this report <br />that the federal program be accelerated to reduce downstream damages and to further reduce the <br />possibility of excursions above the numeric criteria. The Council requests that Reclamation ask for <br />an increased appropriation in FY 2001 and FY 2002 as shown in Table 1 ofthis report. The Council <br />asks that Reclamation respond in writing to recommendations contained herein by May 22, 2000. <br /> <br />Bureau of Land Management (BLM) <br /> <br />The Council continues to observe personnel changes in the Bureau of Land Management (BLM). <br />Recent changes now place personnel in the BLM with stewardship over salinity control matters in <br />the BLM's Washington office and in some state offices who have no prior experience with the <br />Colorado River Basin salinity control program. The Council believes that while changes can be <br />disruptive, they may also provide an opportunity for improved coordination and performance when <br />knowledgeable and capable personnel are placed in key positions. The Council was encouraged by <br />past discussions among the BLM State Directors from the four Upper Basin states, but the Council <br />notes that advantages gained by these discussions could be lost unless new administrators are <br />involved in additional discussions. The BLM convened a salinity coordination meeting in 1999 for <br />the BLM state technical leads having responsibility for accomplishing salinity control efforts. The <br />Council feels this type of coordination, done on a regular basis, is most helpful. <br /> <br />The Council is encouraged by recent BLM efforts toward accounting for and tabulating salinity <br />control activities on federal lands.
