In the past the predicted depletions associated <br />with energy development have not occurred; therefore. salinity projections <br />were also temporarily high. Verification of some of the hydrosalinity <br />mechanisms used to predict future salinity conditions will require obser- <br />vation of an actual period of prolonged reservoir drawdown. <br /> <br />This discussion is intended only to show that various methods were being <br />used to calculate projections. Although the projections vary. each shows <br />significant increases in salinity concentrations. Given full development <br />of the States' water allocations. water quality improvement projects will <br />be necessary to maintain TDS near the standards. <br /> <br />PROGRAM SCHEDULE ANO FUNDING <br /> <br />There are a number of steps a salinity control project goes through before <br />it can be constructed. The sequence under the former process. from the <br />request for appraisal study through feasibility study, environmental impact <br />statement. and DPR (Definite Plan Report) to start of construction, took at <br />least 17 years. Local sponsorship and interest were necessary throughout <br />this entire process. <br /> <br />In May 1982. a new Two~Stage Planning Process became effective in Reclama- <br />tion. The new process. shown in figure 15. was developed to expedite the <br />.... nning and preconstruct ion studies of all water resource projects.
