6 ~ Progress on United States Measures Provided for in Public Law 93-320 Construction of the Yuma Desalting Plant is scheduled for completion by 1991, according to the advice of the U.S. Bureau of Reclamation (USBR). Groundwaters ~ <=> (D --.l Point 5 of Minute No. 242 provides that: "Pending the conclusion by the Governments of the United States and Mexico of a comprehensive agreement on groundwater in border areas, each country shall limit pumping of groundwater in its territory within five miles (eight kilometers) of the Arizona-Sonora Boundary near San Luis to 160,000 acre-feet (197,358,000 cubic meters) annually." In 1987, Mexico's pumping from its San Luis Mesa well field within five miles (eight kilometers) of the boundary near San Luis amounted to 52,253 acre-feet (64,453,000 cubic meters). The following quantities were pumped in calendar years 1975 through 1987. The USBR has completed 21 of 35 wells on the US side within five miles of the Arizona-Sonora boundary near San Luis for protective and regulatory pumping and 18 of the 21 wells were pumped in 1987. The remaining 14 wells have been deferred until water supply needs make construction necessary. ~
