<br />TITLE III nFINANCIALASSISTANCETOTHE <br />STATES FOR COMPREHENSIVE PLANNING <br /> <br />. <br /> <br />GRANT AUTHOR I ZA TI ON <br /> <br />.. <br /> <br />Section 301 authorizes annual appropriations of $5, 000, 000 for a period of ten <br />years for grants to States to assist them in developing comprehensive water resources plans <br />and in participating in the work-of the river basin commissions. <br /> <br />ALLOTMENTS <br /> <br />Section 302 di rects the Cou ncil to make allotments in accordance with its regu lations <br />on the basis of (1) population, (2) land area, (3) the need for comprehensive water resources <br />planning programs and (4) the financial need of the respective States. The monies allotted <br />will be used for the State programs to be approved by the Council under section 303, together <br />with costs of administration and for training personnel, <br /> <br />STATE PROGRAMS <br /> <br />Section 303 sets forth the major criteria for the State planning program, which is <br />subject to the approval of the Council. The program must (1) provide for comprehensive <br />water resources planning to meet the needs for water and water related activities; (2) <br />designate a State agency to administer the program; (3) provide that a State will make appro- <br />priate reports (4) set forth adequate procedure for the State's work; and (5) provide adequate <br />budgeting, accounting and other efficient administrative procedures. <br /> <br />REVIEW <br /> <br />Section 303 authorizes the Council to suspend payments whenever there is a major <br />departure from an approved program or substantial failure in administration, <br /> <br />FEDERAL SHARE <br /> <br />Section 305 provides for adjusting the Federal contribution according to the State's per <br />capita income. The Federal share will vary betwen 33-113 per cent and 66-2/3 per cent <br />of the cost of the State program, provided, however, that Obviously in no case can it exceed <br />the State's allotment. <br /> <br />- 19 - <br /> <br /> <br />PAYMENTS <br /> <br />Section 306 provides that payments may be made quarterly or oil such other basis as <br />the Council may determine based on estimates and SUbject to later adjustment for errors in <br />the original estimates. <br />
