<br />Title IV provides for some miscellaneous items. Mbntion should be made of Sec. 405 <br />which apparently is intended to protect existing laws as ~pplicable to the various Federal <br />agencies. <br /> <br /> <br />"'l <br /> <br />COMMENT: <br /> <br />The "Water Resources Act of 1961", as provided un~er S. 2246, if enacted into law <br />would cover the fifty states. It is presently the subject Qf extensive review and studies. I <br />think the general feeling is that the objective of the legislation is good. The bill is the out- <br />growth of the work and recommendations of the Senate Select Committee submitted to the <br />86th Congress. I have heard of no criticism directed tothe work of this Select Committee <br />and its recommendations. <br /> <br />I believe this bill and its companion bill in the Ho~se, H, R. 8177, represents a <br />sincere attempt by the President and the Congress to prQvide the necessary legislation <br />needed to meet our increasing water needs, I am also dfthe opinion a number of amend- <br />ments will be necessary in order that the bill will do theijob it is intended to do, <br /> <br />Personally, I have not studied the bill sufficieritlyto suggest any definite amendments, <br />but would call your attention to some of the provisions in S. 2246, certainly not all, that <br />should receive our serious consideration: <br /> <br />,,[ <br /> <br />I <br />1. Is the statement of policy as contained in Section 2 satisfactory? <br /> <br />2. Should the membership of the Council be limited to the 4 Secretaries? <br />Should there be an advisory Council? <br /> <br />3. Shou Id the Council have authority to enforce iadmlnistratively the <br />standards it establishes for the formu lation an~ evaluation of <br />Federal water resource project proposals? I <br />, <br />; <br /> <br />)i <br /> <br />4. What shou Id be the best method of initiating a River Basin Commission? <br />As contained in S. 2246, one Governor or the !Council could initiate <br />such Commission. <br /> <br />5. Should it be provided that Congress must apprqve creation of a River <br />Basin Commission? . <br /> <br />,f <br /> <br />i <br />r; <br /> <br /> <br />, <br />6. Should the number of votes on a Commission be equal as between <br />Federal and State members? <br /> <br />I <br /><I . <br />;,- <br /> <br />7.
