.1. ...

prevent injury to Colorado surface rights from out-of-priority well pumping.

. Recreation Subcommittee to examine options for coordinating recreation water

acquisition to improve recreation and wildlife opportunities at area reservoirs with

the need for additional well augmentation water supplies.

The Arkansas River Coordinating Committee (ARCC) is considering methods of augmenting the

water supply of the Arkansas River to offset depletions to surface water rights caused by well

pumping. In addition the ARCC is considering ways to improve the recreational water supplies at

the Great Plains Reservoir, John Martin Reservoir, and Trinidad Lake. The ARCC may formulate

recommendations on these issues to the relevant state officials charged with administering water

rights and developing the state's water resources, The ARCC will not be purchasing, leasing,

or negotiating for the purchase or lease of particular water supplies, However, in developing

any recommendations, the ARCC will review the information it collects and make it available to '

well augmentation groups and individuals. To make any recommendations more useful, the Water

Acquisition Subcommittee is developing a data-base of potential water supplies and an inventory

of the likely costs and impacts of particular types oftranasactions,

For the purpose of generating this type of preliminary data-base the Water Acquisition

Subcommittee is seeking expressions of interest and supporting information from water rights

owners who may have water supplies available for sale or lease. Water supplies should be capable

of providing a minimwn of 500 acre-feet of annual diversion and/or 250 acre-feet of consumptive

use, based on long term historical use. If you know of water rights which may be available for

augmentation and/or recreation purposes, and which meet the minimwn size criteria please ask the

owner of the water right to request an information packet from the Colorado Water Conservation

Board, as indicated below.

Responses will be tabulated by the Water Acquisition Subcommittee in a data-base summary sheet

for consideration in any recommendations the ARCC may eventually make. Responses can not

be treated as confidential information. Responses will not be binding in any fashion, Tabulation

of responses is scheduled to begin on July 3, 1995, so a prompt reply is encouraged.
