The Water Acquisition Subcommittee is developing a data-

base of potential water supplies and inventorying the likely costs and impacts of particular types of

voluntaty acquisitions. Alan Hamel, the Executive Director of the Board of Water Works of Pueblo

and a member of the ARCC stated, "This data-base could be a valuable tool for those of us in the

Arkansas Valley, The information we hope to gather will be useful as water users examine their

options in light of the recent u.s, Supreme Court decidsion, part of any solution to these complex

problems will undoubtably involve well pumpers obtaining additional water for augmentation." The

Subcommittee recently sent out a request for information to major water supply owners in the

Valley, and is interested in receiving information from other parties that may have excess water for

sale or lease,

Governor Romer created the ARCC by Executive Order in August 1994 to address issues arising

from the likely outcomes of the U.S. Supreme Court case, Kansas v, Colorado. The Committee

consists of nearly 40 members, representing well owner groups, surface water users, conservancy

districts, county commissioners, municipalities, and Department of Natural Resources agencies. The

Committee has been meeting approximately monthly since September 1994 at various locations in

the Arkansas Valley. Three subcommittees have been fonned to address, in some detail, the specific

issues identified by the Governor and the ARCC members as follows:

. Water Acquisition Subcommittee to examine organizational structures and water supply

sources for future augmentation efforts,

. Augmentation Subcommittee to examine methods to offset stateline depletions and
