<br /> <br />HISTORY <br /> <br />The need for a dam and <br />reservoir on the South Platte in <br />northeastern Colorado has been <br />di~ussed since 1905 - or before. <br />Early investigations concerning <br />the project were conducted by <br />private groups, the Corps of <br />Engineers. and the Bureau of <br />Reclamation. <br /> <br />The Narrows Unit was <br />originally authorized as part of <br />the Missouri River Basin Project <br />(now the Pick-Sloan Missouri <br />Basin Programl by the Flood <br />Control Act of 1944, as amended. <br /> <br />,.. <br /> <br />~ . <br /> <br />~'" <br /> <br />.C") <br />0" <br />:;;;~:::,~C:9 i/ " <br />.: t "<' ":- .. <"':." ;'". . .~"-:' ". .,. <" ~. <br /> <br />,.' <br /> <br /><, <br /> <br />',-." <br /> <br />;,." , <br /> <br />'- . <br />l" <br /> <br />Under the original authorization, <br />preconstruction activities began <br />in 1947 and a "definite plan <br />report" was prepared by the <br />Bureau of Reclamation in 1951. <br /> <br />Six alternative locations tor <br />the damsite were considered in <br />the report. In downstream <br />order, these included locations <br />at Hardin, Goodrich, Weldon a, <br />Narrows, Fort Morgan. and <br />Old Fort Morgan. Due to lack <br />of official support by the State <br />of Colorado. however, all <br />activity on the project ceased <br /> <br />~~:~ ; <br /> <br />,;., <br /> <br />.~ ~-,~..: <br /> <br />"'" <br />"~'!.{+;, ' <br />" .~, <br /> <br />., ,;^.: <br /> <br /> <br />,'.-.- <br />, <br /> <br />11 63 <br />1 ~5 <br /> <br /> <br />following issuance of the report <br />in 1951. <br />In 195B, a group of residents <br />trom the South Platte Valley <br />appeared before the Colorado <br />Water Conservation Board and <br />requeS1ed that stud ies be <br />reinitiated. Many of the farmers <br />petitioning the Board hadn't had <br />sufficient water since the severe <br />drought of the mid. 1950's - and <br />were eager to obtain additional <br />water for their crops. The Board <br />subsequently approved the <br />request and the Bureau resumed <br />studies of the project. <br /> <br />At this stage, proposed sites for <br />a dam and reservoir had essentially <br />been reduced to two - the Narrows <br />and Hardin. Studies conducted by <br />the Bureau considered many <br />factors. including a cost comparison <br />of the two sites. In 1963, the <br />Bureau determined a facility at <br />Narrows would cost about $3B.3 <br />million. based on 1961 prices, <br />while a unit at Hardin would <br />total en estimated $45.5 million. <br /> <br />The following year - 1964 - <br />the Colorado Water Conservation <br />Board hired an independent <br /> <br />.":';1:,: <br /> <br />T"' -Y... <br /> <br />" <br /> <br />.,,.. <br /> <br /> <br /> <br />.'.:.~,~:>.. <br />-. ~- <br /> <br />" <br /> <br />.......: <br /> <br />",: <br /> <br />firm to conduct a study of the <br />two sites. Those results again <br />concluded Narrows was the <br />most desirable location for <br />the project and the Board <br />officially gave its approval. <br />In August 1964. Congress <br />passed legislation requiring <br />reauthorizlltion of all <br />projects in the Missouri <br />River Basin on which <br />construction had not yet <br />started. Therefore. the Bureau <br />had [0 prepare a new. feasibility <br />plan and once again seek <br />oongressional approval. <br /> <br /> <br />~. ,;. <br />" <br /> <br />'.'. <br /> <br />" <br /> <br />., <br />,', ..'.>'.. <br /> <br />In 1970. Congress again <br />authorized construction of the <br />project. but by then the price <br />had increased to $68.1 million. <br />Design changes for added flood <br />control and inflation pushed it <br />to the current estimate of $139 <br />million, based on July 1975 <br />figures. <br /> <br />Costs at the Hardin site <br />increased even more dramatically <br />and were estimated at $240 <br />million in July 1975, more <br />than $100 million higher <br />than at the Narro'M site. <br /> <br />.- .:: ".. ,~- <br /> <br />" <br /> <br /> <br />.'. ~ - <br /> <br />. ,:~:.
