<br />00237U <br /> <br />. <br /> <br />.. <br /> <br />meeting, the California representatives stressed the need for the Federal Register Notice announcing <br />the public process for establishing the inadvertent overrun policy to be published concurrent with the <br />issuance of the Record of Decision on the Interim Surplus Criteria. Based upon those discussions, <br />representatives from the Basin States have scheduled a meeting for January 9, 200 I, to further discuss <br />and arrive at a policy that is acceptable to them. That input will be pro~ided to the Bureau of <br />Reclamation for its consideration. <br /> <br />Colorado River Environmental Activities <br /> <br />Lower Colorado River Multi-Species Conservation Program (MSCP) <br /> <br />The Steering Committee's Technical Consulting Team (SAIC/Jones & Stokes) has completed <br />a technical review, and evaluation of existing MSCP work products, reports !illd scope-of-work. The <br />Team prepared a status report and is in the process of preparing a revised scope-of-work, schedule <br />and budget for presentation to the Steering Committee in late'January 2001. California participants <br />met with California Department ofFish and Game (DFG) Regional Manager Curt Taucher and his <br />senior staff to discuss several critical path issues, including applicability of the Natural Community <br />Conservation Planning statutes to the MSCP, and relationship ofCalifornia~ s Colorado River Water <br />Use Plan and CEQA and CESA compliance requirements. <br /> <br />California Fully-Protected Species <br /> <br />Efforts are continuing on the development of a potential legislative package for the upcoming <br />legislative session that addresses the "fully protected species" aspects of the Califomia Fish and Game <br />Code, The Board and staff from several Board Member agencies are partIcipating ina small work <br />group which is developing the package and identifying options and alternatives. <br /> <br />IBwe Minute No. 306, December 12, 2000 <br /> <br />As many 'of you are aware, at the annual meeting of the Colorado River Water User's <br />Association in Las Vegas, the Commissioners of the Mexican and American Sections of the <br />International Boundary and Water Commission (IBWC) released Minut,e No. 306 to the gencral <br />public. This Minute describes a "conceptual framework" associated with conducting studies and <br />performing additional research leading to the development of recommenqations for the restoration <br />of habitats in the Colorado River Delta and Upper Gulf of Califomia and for the protection of <br />threatened and endangered species occupying these habitats. The IBWC, through the binational task <br />, <br />force, will "...examine the effects of flows on the existing riparian and estuarine ecology of the lower <br />Colorado River...with a focus on defining the habitat needs offish, and marine and wildlife species <br />of concern to each country." Additionally, Minute No. 306 anticipates the ,creation ofa forum for <br />the exchange of information and advice among government and non-governmental organizations <br />interested in the region. IBWCwill work with representatives of the Colorado River Basin States <br />to determine participation by the States. <br /> <br />On Tuesday, December 26, 2000, the Los Angeles Times published an article focusing on the <br />issues associated with the Colorado River and Delta in Mexico. The article described Secretary <br />Babbitt's recent speech at the annual meeting of the Colorado River Water Users' Association and <br /> <br />3 <br />
