Recommended Revisions to Water Quality Standards <br /> <br />Recommended revisions to water Quality. standards are an <br />element of 208 Plans under State Guidelines for the <br />Continuing Planning Process. Recommended revisions to water <br />quality classifications along with existing classifications <br />under the Colorado Water Quality Control Commission's Water <br />Quality Standards are summarized in Table 1.5. In addition <br />to recommendations for classification of water bodies under <br />the state system, recommendations are also made for special <br />standards applicable to water bodies with particular water <br />quality problems and modification to the state system for <br />water Quality classifications and numeric standards. <br /> <br />(1) High Quality Waters <br /> <br />It is not clear whether the existing water quality standards <br />protect high quality waters from degradation where such <br />waters have not been designated as either Class I or Class <br />II High Quality Waters under the state classification system <br />(See Table 1.3, State Antidegradation Policy). It may be <br />asserted that existing levels of water quality above the <br />numeric criteria will only be protected in those water <br />bodies receiving such designations under the state <br />classification system. However, under the state definition <br />of Class II High Quality Waters, such waters are defined as <br />as any high quality waters regardless of their designation <br />status (Section 3.1.13 (e) (ii), Colorado Basic Standards <br />and Methodologies). Previous NWCCOG 208 Plan submittals <br />(1981) have requested designation of the streams with <br />quality higher than the numeric criteria contained in the <br />state standards as either Class I or Class II high quality <br />waters. Such designations are again recommended as <br />presented in Table 1.5 to ensure that the level of water <br />quality associated with high quality waters will be <br />protected consistent with State definitions and EPA <br />Guidelines on Antidegradation. This is consistent with the <br />intent of each NWCCOG 208 Plan submission including the 1985 <br />submittal which recommended prote~tion of "other existing <br />high quality waters" through the adopted State <br />Antidegradation Policy.
