<br />(2) Be as or more efficient in the use and production of <br />economic resources than any other plan which would be displaced <br />or precluded from development by the project; <br /> <br />(3) Consider all economic and other influences, <br />tangible and intangible, beneficial and detrimental; <br /> <br />(4) Provide for a maximum excess of benefits, tangible <br />and intangible, over costs; and <br /> <br />(5) Consider the beneficial and detrimental influences <br />on human environment. <br /> <br />lll. ECO!IOMIC EVALUATION OF POTENTIAL PLAN ELEMENTS <br /> <br />a. General. The initial screening of possible solutions <br />indicated that a system of reservoirs would provide the most <br />effective reduction of flood damages in the Bijou Creek basin and <br />would provide opportunities for partially resolving the basin's <br />need for additional groundwater. A system of reservoirs in the <br />Eijou Creek basin would also reduce flood damages along the lower <br />~outh Platte resulting from Bijou Creek flows. The initial screening <br />process also indicated that diversion of Bijou Creek flows into <br />the iln.rrm<s Reservoir would ce the most effective engineering <br />method of reducing flood damages along the lower South Platte <br />River resulting from Bijou Creek flows. Plan formulation, there- <br />fore, centered on individual reservoirs, combinations of reservoirs, <br />diversions, and combinations of reservoir storage and diversion <br />into the ~iarrows Reservoir. <br /> <br />b. Peservoirs. Initially, nine reservoir sites in the Bijou <br />Creek basin were identified and evaluated under the then prevaling <br />interest rate of 3.250 percent for water resources development. <br />Locations of the sites evaluated are shown on plate l, appendix I. <br />Three of the sites initially evaluated appeared to have a <br />rCRson::lble chance of economic Justification under the then <br />prevaling interest rate and level of construction costs. 'rhe <br />three reservoir sites showinf': a reasonable chance of economic <br />,justification were the East Bijou Creek, ~.luddy Creek, aml I.Jest <br />BijclI Creek, site A. Local interests requested cor..sideration of <br />'~ site on East Bijou Creek near Ar,ate and a site on !1iddle Bi,Jou <br />Creek near Deer Trail. These sites are shown on plate 1, <br />appendix 1 as the Agate DaIO and Reservoir site anci l~iddle Bijou <br />Cree}: , site ^.
