'l'he potential !':Il.st J1ijou Creek dam
an~ reservoir would provide opportunities for developing over-
nir:i\t campine: facilities. At the 10 December 1969 public hearinr,s,
local interests opposed the development of recreation facilities
at the potential reservoirs. The State Game, Pish and Parks
ueDartment indicated that it had no interest in developing recrea-
tion facilities at the reservoirs. In view of the lack of local
interest and the opposition expressed by local interests, no
further consideration was given to developing recreation facili-
ties at the potential reservoirs. The addition of recreation at
the reservoir sites could be considered at a future date in the
event local views change.

,

f. Summary. On the basis of preliminary studies , it Wl.S
clet"rmined that, due to the limited urban flood problems in the
Ili,ie'll Creek basin and along the lower South Platte River, evacua-
tion, zoning, flood insurance, and flood proofin~ would not
si'cnificantly reduce the flood problems. Local protection
nro,1ects Il.t Byers and at Deer Trail woula be economically feasible
to construct based on the preliminary studies. Local interests
indicated that they would be unable to provide the necessary
local cooperation. Levee and channel improvements along Bijou
Creek basin streams and along the lower South Platte River would
be economically infeasible to construct. Diversion to the Narrows
Reservoir would be an effective method of reducing flood damages
in the downstream portion of the Bijou Creek basin and along the
lower South Platte River; however, diversion would not reduce
flood damages in the upstream areas of the Bijou Creek basin. In
addition, sediment entering the Narrows Reservoir through the
diversion channel would make the reservoir less desirable
environmentally. Construction of reservoirs in the 13ijou Creek
basin would reduce flood damages in the basin and along the
lowcr South Platte River.

17.

f08'ruI~TION CONCEPTS

~~)
t

~ filling

formulation of the plan of improvement was based on the
concept that it must:

(l) Provide a practicable and economical
an existin~ or prospective need;

means for ful-

24
