<br />LEGAL AND INSTITUTIONAL FACTORS <br /> <br />R~served Water Rights <br />Indian and Federal water rights need definition throughout the subbasin in <br />order to plan for future water management. <br />INSTREAM FLOWS <br /> <br />Determination of Stream Flow Requirements <br /> <br />Through the 1973 Montana Water Use Act, which identifies instream flow as <br /> <br />a beneficial water use, Montana has an opportunity unique to the Missouri Basin <br />States to reserve water for instream purposes. Currently there is no program <br /> <br />to do this subbasinwide, however, the Fish, Wildlife and Parks Department is <br /> <br />collecting data in several streams. Eventually these data will be the <br />foundation for instream reservation applications ,on many streams Or stream <br />segments in the subbasin. <br /> <br />WEATHER MODIFICATION <br /> <br />Precipitation Shortages <br /> <br /> <br />There is insufficient rainfall durin9 certain growing seasons. The <br /> <br /> <br />opportunity exists to provide water at critical periods through research. <br /> <br /> <br />Hail Damages <br /> <br /> <br />Hail comes during the growing season and destroys crops. There is an <br /> <br /> <br />opportunity to suppress destructive hail through research. <br /> <br />H-6 <br />
